The Springfield Police Department (SPD) has released findings from an Internal Affairs investigation into the response to a traffic crash involving retired Springfield officer Michael Egan on September 5, 2024. The investigation was launched after complaints about scene management by responding officers.
According to SPD, once officers secured the scene, the Illinois State Police took over the criminal investigation approximately 42 minutes after SPD’s arrival. Chief Ken Scarlette emphasized the department’s commitment to transparency, stating, “The Springfield Police Department recognizes the importance of transparency in critical investigations, whether criminal in nature or related to internal discipline.”
The Internal Affairs investigation reviewed body-worn camera footage, social media videos, officer and citizen interviews, and reports. A DUI expert, Officer Larry Brooks, was consulted to assess the response. He confirmed that drinking water does not affect blood alcohol concentration (BAC) test results and explained that officers do not always immediately detain suspected DUI drivers, as observing their movements can provide additional impairment evidence.
One supervisor and three patrol officers received disciplinary action. Sgt. Zander was suspended for six days for violations related to scene management and supervision, while Officers Yanor, Wheeler, and Singletary received written reprimands and were required to complete retraining.
